Brad Owens, who previously served the District of Kitimat Fire Department, will start as Terrace’s new Deputy Fire Chief on May 5, 2025. Owens is taking over from Joel Brousson, who was promoted to Chief in December of last year.

“I am proud to officially announce the appointment of Brad Owens as Deputy Chief of Operations and Training for the Terrace Fire Department. This role carries significant responsibility, overseeing the department’s daily operations and all aspects of firefighter training,” said Brousson.

The Deputy Chief plays a key role in strengthening our operational readiness and working closely with crews to maintain high performance standards.

“When I moved into the Fire Chief position, my goal was to ensure a strong hire for Deputy Chief. I am confident Deputy Chief Owens will continue to uphold the high standards of professionalism within our department,” said Brousson. “Deputy Chief Owens leadership and commitment to comprehensive training will ensure our firefighters are prepared to always serve our community with excellence.”
Owens’ has a long family history of service to the City of Terrace. In the past, both his grandfather and uncle worked at the City of Terrace Fire Department as Chief Officers. Owens’ great grandfather was also the first Freeman of Terrace.

“As a multi–generation firefighter, I was introduced to the fire service at an early age,” said Owens. “It was a natural choice for me to pursue a career where I could help those in need.”

“While working in Kitimat, I had the privilege of meeting and working with the Terrace crews. The Terrace Fire Department has a reputation of being progressive and responding to a diverse range of calls,” said Owens. “I hope to draw from my previous experience to bring a unique perspective to the issues we encounter. And I believe collaboration and understanding are key in fostering a progressive workplace.”
