At the regular scheduled Council Meeting held on October 23rd, 2017 City Council passed First and Second Readings of a Bylaw to adopt a community plan as the Official Community Plan (OCP) for the City of Terrace.
The Local Government Act authorizes the development of OCPs in BC. An OCP is the primary local government bylaw that provides objectives and policies to guide decisions on planning and land use management within the area covered by the plan. OCPs are significant because, after their adoption, all bylaws and works undertaken by a Council must be consistent with the plan.
The planning process to review and update Official Community Plan Bylaw 1983-2011 was initiated in 2015. The preparation of an updated Draft Official Community Plan was completed following consultation with community residents and stakeholder groups. Submissions have been solicited from affected parties throughout the planning process.
This OCP update was initiated by Council to achieve the following objectives:
- Ensure the community goals, objectives and supporting policy developed for Bylaw 1983-2011 continue to support the community vision;
- Incorporate any new policy and planning work completed after 2011 into our OCP to ensure consistency between bylaws; and
- Ensure our land use policies and guidelines are in line with updated growth projections.
