In 2019, the City of Terrace hired Denise Cook Design and her team to assist the City in developing a Heritage Conservation Plan.

After conducting surveys, holding meetings with stakeholder groups, and hosting two public consultation sessions in October 2019 and February 2020, and preparing several draft versions, a final draft of the Heritage Conservation Plan was completed in March 2021.  

The Heritage Conservation Plan is divided into four sections.

Section 1: The first section provides some background on what a Heritage Conservation Plan is, followed by a summary of the heritage values as expressed by the community and the heritage conservation policies adopted by the City to date.

Section 2: This section provides a thematic framework of Terrace’s history, dividing it into five main themes. It then offers a review of Terrace’s evolution as a community and summarizes the community’s character as heard during the consultation and research. 

Section 3: This is the heritage management section, which provides goals, objectives, strategies, and actions designed to assist in sustaining Terrace’s heritage into the future. Among the four objectives are several specific strategies and actions. Those strategies include holding activities to promote reconciliation, creating a heritage advisory commission, increasing heritage education and communication, advancing cultural events, developing heritage inventories, creating incentives and tools for heritage property owners, and developing a community heritage archives.

Section 4: The final section is a list of Appendices that include heritage resources meant to assist in implementing the Plan. This section also includes supporting information gathered during the research and formation of the Plan.

Next Steps

A copy of the final draft of the Heritage Conservation Plan was circulated in early 2021 to stakeholder groups and the local Kitsumkalum and Kitselas First Nations. It is anticipated that final comments will be received in late 2021. After that, the Heritage Conservation Plan will be introduced to City Council in early 2022 for acceptance as the policy document to guide heritage resource management for the City of Terrace.
