The Bylaw Department is responsible for the enforcement of City of Terrace bylaws and the issuing of municipal tickets. Much bylaw enforcement is carried out based on complaints received. When bylaw concerns are brought forward by the residents/business community, a higher level of compliance is achieved.

Community Safety Officers
The City of Terrace has hired several Community Safety Officers (CSOs) who work closely with the City's bylaw officers in the Bylaw Department. CSOs actively engage with the business community, street-involved population, other bylaw staff, RCMP, first responders, public facilities, and service providers to address community safety concerns. This position holds some of the usual compliance and enforcement responsibilities required of bylaw. However, Community Safety Officers prioritize relationship development, system navigation support, and the facilitation of connections to supports and services to address issues in the downtown core.
Trespass Prevention Program
Commercial property and business owners in the City of Terrace are invited to sign up for the City's Trespass Prevention Program.
This program gives RCMP and City of Terrace (COT) Officers - usually, Bylaw and Community Safety Officers - prior permission to go on a private property and take immediate action when trespassing incidents occur on private properties.
RCMP and City of Terrace officers often witness trespassing incidents on private properties. They are also regularly asked to respond to concerns brought forward regarding disruptive activity in front or on private properties.
The City of Terrace’s Trespass Prevention Program allows RCMP and COT Officers to respond to trespassing incidents on a private property without needing to directly involve an owner or property representative.
When property owners have signed up for the program and a ‘No trespassing’ decal is displayed on their property, RCMP and COT officers have prior permission to go on a private property and take immediate action. Action may include but is not limited to providing education about the Trespass Act, offering outreach, or any required enforcement.
To participate in the program, an owner or property representative of a business or residential building, or property, must provide a signed consent form to the City of Terrace.
